Unified Carrier Registration is an annual requirement for carriers, brokers and freight forwarders operating in interstate commerce. It is separate from your USDOT registration, separate from operating authority and separate from IFTA.
Why it gets missed
Because it is annual and nothing about your day-to-day operation reminds you. Carriers who file IFTA quarterly are in a rhythm; UCR sits outside that rhythm and slips.
Who registers
Generally carriers, brokers, freight forwarders and leasing companies operating in interstate commerce. The fee is based on fleet size, in brackets.
What happens if you do not
- Fines at roadside inspection.
- Being placed out of service in some jurisdictions.
- Enforcement action that is entirely avoidable.
- Delay and cost at exactly the moment you are trying to work.
Be careful with third-party sites. Several charge substantial fees for registrations that are inexpensive or free through official channels, and some send official-looking mail designed to look like a notice.

The single most useful thing a small carrier can do. UCR annually, IFTA quarterly, the MCS-150 update on its schedule, insurance renewal, plate renewal, medical certificates and drug testing programme obligations. One calendar, with reminders ahead of each.
